Eye problem?

Kitten born May 11th opened one eye, but so far not the other. I have on antibiotic oral and eye ointment now. Can a kitten be born without one eye? The eyelid is not puss or matted no sneezing or drainage, not bulging or enlarged under skin area. Otherwise healthy. How can you tell if there is no eye under the lid which is shut?
