No. 3 Wide Receiver?

I play in a league with no Tight End slot. Just three WR. I need to pick between Heath Miller and Dwayne Bowe this weekend. Both seem to have good match-ups. My league is a low scoring league that doesn't give points for yardage unless you have more than 100 yards receiving. So Touchdowns are even more important.
