Will a raised bed compromise my water drainage?

My yard has a slight slope toward the house where rainwater drains toward the street.I am preparing a raised bed perpendicular to this corner.I've never had drainage issues in this area. I have a shallow ditch about 3 to 18 feet (slanting) away from my raised bed, the ditch cuts between my beds and my patio.The ditch receives water from the gutter as well as rainwater from the yard but in heavy rain,with water coming down the gutters and water in the yard, my small shallow ditch can't keep up so it spills toward my patio. It's not so much of a problem because the water drains pretty quick. Now, will having raised bed mean more trapped water in the yard making a lake out of my patio? I'm thinking the raised bed won't worsen this issue but my husband thinks otherwise. Who's right?
