implants and lifts?

I am wanting to get implants because after nursing, my are deflated and shrunk a size. I went to a consultation and the doctor said i needed a lift in ONE , but not the other. Does this sound weird to anyone else? That is bigger than the other, but the nipple is pretty much even with the other. I am wondering if he is just saying it needs a lift for the extra $3000. Doesn't implants lift a little bit? What do you think?
