Please tell me, WHO is thinking this? About the situation in Libya?

I'm glad that the U.S. has stepped in, but I've heard a few people say things like "oh, on of the issues is that people are worried that the U.S. is just doing this to increase its empire." but, i'd just like to know, WHO is it that thinks that?
